MEMORANDUM OPINION

These three related actions were filed by various employees (“Plaintiffs”) of Frederick County’s Division of Fire and Rescue Services (“DFRS”) to challenge the DFRS’s promotions and pay policies. Specifically, Captain Kevin Finnin (“Finnin”), Captain Dennis Wenner (‘Wenner”), and Firefighter III Charles E. Scott (“Scott”) allege that they were denied promotions within DFRS, because the administrative rules for discretionary promotions were not followed.
