MEMORANDUM OPINION

ELLEN LIPTON HOLLANDER, District Judge.

This ease concerns allegations of unlawful salary disparities among civilian employees of the Baltimore City Police Department (“BPD”). In 2007, employees in the Laboratory Section (“Lab”) of the BPD received salary increases, but certain categories of Lab employees received greater salary increases than did others.
