In February 1977, Donald W. Tosh and Dean L. Gowdy (respondents) filed an application with the Central Coast Regional Commission for exemption from the permit requirements of the California Coastal Act of 1976 (Pub. Resources Code, § 30000 et seq.) for the subdivision of their land into four parcels, including construction of a water system and storage tanks.
