US West Communications, Inc. (US West) challenges an order of the Washington Utilities and Transportation Commission (the Commission) classifying two companies as competitive telecommunications companies. At issue is the proper construction of the phrase "significant captive customer base” as it is used in the definition of effective competition, which is the determining factor in deciding whether a telecommunications company is entitled to competitive classification.
