MEMORANDUM OPINION
FLAUM, District Judge:
This matter comes before the court on the plaintiff’s motion for a preliminary injunction. For the reasons set forth below, the motion is denied. The facts of the present case are as follows. The plaintiff Fairplain Development Company (“Fair-plain”) filed suit against several United States General Services Administration (“GSA”) officials pursuant to the Federal Property and Administrative Services Act, 40 U.S.C. § 471 et seq.
