ROGERS, Circuit Judge:

The Truth in Lending Act (“TILA”), 15 U.S.C. § 1601, et seq. (2000), limits the Lability of a cardholder for “unauthorized use of a credit card,” id. § 1643(a)(1), which is defined as use without “actual, implied, or apparent authority” that does not benefit the cardholder, id. § 1602(o). The principal issue on appeal is what creates apparent authority to limit cardholder protection under § 1643.
