I. INTRODUCTION
The plaintiff, Ken Williams (“Williams”), is a former officer in the Brockton, Massachusetts Police Department (“BPD”). He has brought this civil rights action against the City of Brockton (“City” or “Brock-ton”), four present and/or former officers of the BPD,1 the Brockton Retirement Board, and five individual members of the Retirement Board2 (collectively, the “Retirement Board Defendants”).
