The plaintiff Robert Taylor, who is an Area Director for Government Contracting for the Office of Government Contracting (“OGC”) at the United States Small Business Administration (“SBA”), brings this action against his current employer Karen G. Mills, Administrator of the SBA, alleging a violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq.
