OPINION

FOLEY, Judge.

Relators seek review of decisions by the Minnesota Petroleum Tank Release Compensation Board which denied reimbursement of costs to clean up petroleum leaks. We affirm.

FACTS

The Minnesota Legislature enacted the Minnesota Petroleum Tank Release Cleanup Act (Act), Minn.Stat. §§ 115C.01-.10, in 1987. The Act governs the installation and maintenance of underground petroleum storage tanks.
