Appeal by the members of the Civil Service Commission of St. Louis County from a circuit court decree ordering the reinstatement of county employee Joseph Heitzler. Heitzler had been dismissed from his position as superintendent of the Adult Correctional Institution (ACI) by the appointing authority, William J. Hennessey, Director of the County Department of Welfare. After an adversary hearing, the commission found that the charges made by Hennessey against Heitzler were true and that the dismissal was warranted.
