MEMORANDUM DECISION
MARSHALL, District Judge.
This civil rights action seeking declaratory and injunctive relief, and damages is one of three actions arising out of plaintiffs’ efforts to hold marches and rallies in Chicago during June and July, 1976. 1 Jurisdiction is asserted under 28 U.S.C. §§ 1331 and 1343 to secure rights protected under the Fourteenth Amendment to the Constitution and 42 U.S.C. §§ 1983 and 1985.
