NOONAN, Circuit Judge:

Howard Miller petitions for the review of a final order of the Commodities Futures Trading Commission (the Commission or the CFTC). Miller has been found to have committed fraud in soliciting customers in violation of § 4c(b) of the Com modities Exchange Act (the CEA or Act), 7 U.S.C. § 6c(b). The Commission has issued a cease and desist order, a revocation of his license, a lifetime ban on his trading on the commodities futures exchange, and a fine of $600,000.
