BACKGROUND
Defendant, the Province of Mendoza (the “Province” or “Defendant”), one of the 24 provinces of the Republic of Argentina, removed this case from the Supreme Court of the State of New York, Richmond County, where it was originally filed on October 19, 2004. A temporary restraining order was issued by that court, ex parte, without notice for the application of that relief having been given or attempted to be given to the Defendant or its counsel.
