This matter is before the Court on motions for judgment on the agency record made pursuant to USCIT Rule 56.2 by respondent, Onoda Cement Co., Ltd. (“Onoda”), and petitioner, the Ad Hoc Committée of Southern California Producers of Gray Portland Cement (“Committee”).
