This matter comes before the Court on motion for judgment upon the agency record filed by Plaintiffs Hynix Semiconductor, Inc. and Hynix Semiconductor America, Inc. (“Hynix”). Plaintiffs challenge the United States Department of Commerce’s (“Commerce”) final antidumping determination in the Seventh Administrative Review of certain dynamic random access memory semiconductors (“DRAMs”) of one megabit or above from the Republic of Korea for the period of May 1, 1999 to December 81, 1999.
