MEMORANDUM OPINION
LAMBERTH, District Judge.
This matter comes before the court on plaintiff Independent Petroleum Association of America et al. (“IPAA”) and Samedan Oil Corporation’s (“Samedan”) motion for entry of order implementing mandate of the court of appeals, defendants’ motion for entry of order implementing mandate of the court of appeals, and Samedan’s motion for entry of permanent injunctive relief.
