MEMORANDUM AND ORDER

DUNCAN, District Judge.

Plaintiff Richard Mayes brings this action against defendant Warren Hollon Motors, alleging that defendant, with intent to defraud, failed to comply with the odometer disclosure requirements set out at 15 U.S.C. § 1981 et seq. This Court has jurisdiction over the subject matter of this action pursuant to 15 U.S.C. § 1989(b). The case was tried to the Court; findings of fact and conclusions of law are set forth below, in accordance with Fed.R.Civ.P. 52(a).
