This is a civil forfeiture proceeding brought by the People pursuant to Health and Safety Code section 11470 et seq. 1

On March 3, 1989, officers of the Madera County Sheriff’s Department executed a search warrant at the home of appellant, John H. Baca, and his wife. They seized personal property valued at $64,500 pursuant to the forfeiture provisions of the Health and Safety Code.
