MEMORANDUM OPINION AND ORDER

HOLWELL, District Judge.

In this action, pro se plaintiffs Michael Lipkin and Joshua Shainberg allege that, during a civil enforcement action brought against them in the United States District Court for the Eastern District of New York by the Securities and Exchange Commission (“SEC”) in 1999, SEC attorneys Jack Kaufman and Bohdan S. Ozaruk defamed Lipkin and Shainberg, lied to the court, and concealed exculpatory evidence.
