On March 18, 2014, plaintiffs Thomas Foster and Coralie J. Foster (“plaintiffs” or “the Fosters”) filed this flood insurance action, bringing claims against the Federal Emergency Management Agency (“FEMA”), Allstate Insurance Company (“Allstate”), and Alan Aronson (collectively, “defendants”).
