Ronald L. Gatewood applied for and was denied a service-connected disability. retirement under Government Code 1 section 31720. The trial court denied Gatewood’s petition for a writ of mandate. He alleges (1) the administrative hearing referee and the trial court improperly applied the 1980 amendment to section 31720, (2) the trial court did not exercise independent judgment in reviewing the administrative record, and (3) the evidence is insufficient to support the trial court’s judgment.
