This is an appeal from the issuance of a writ of mandate compelling the Board of Retirement of the Los Angeles County Employees Retirement Association (Board, or Retirement Board) to issue a service-connected disability retirement allowance to Alvin McCoy. The Board, which had granted McCoy a nonservice-connected disability retirement, denied the disability was service-connected.
