The original proceedings were instituted on October 16, 1970, when the plaintiffs, the Attorney General of the State of Ilhnois and the State’s Attorney of Peoria County, filed a complaint against the defendant, Charles M. Janson, and others which averred that the defendant was in possession of and operator of certain property being used commerciaUy for the purpose of dumping garbage and other refuse.
