This is an appeal from an order of the Illinois Pollution Control Board which was entered in an administrative proceeding before the Board initiated by a complaint of the Environment Protection Agency. C. M. Ford, owner and operator of a solid refuse disposal site, has filed a petition for review of such order pursuant to the provisions of section 41 of the Environmental Control Act. (Ill. Rev.
