Our Memorandum Opinion filed July 11, 1977 in this case is hereby withdrawn and the following is substituted therefor.

The Plaintiffs-Appellants, (herein Sign Owners) brought this suit in the District Court of the Tenth Judicial District seeking a declaratory judgment that Sign Owners should be compensated for the value of their signs removed pursuant to the State Highway Beautification Act, § 55-11-1 et seq., N.M.S.A. 1953 (Supp. 1975) or, alternatively, that if Sign Owners’ signs were pot compensable under the Act, then the Highway Beautification Act…
