The pro se appellant, veteran Frank Proscelle, appeals from a May 31, 1990, decision of the Board of Veterans’ Appeals (BVA or Board) which denied him an increased rating for the service-connected residuals, currently rated at zero-percent disabling, of a fracture of the right maxilla. On appeal, the veteran asserts that the Department of Veterans Affairs (formerly Veterans’ Administration) (VA) improperly *631failed to conduct a physical examination to evaluate the severity of his service-connected disability.
