STEINBERG, Judge:

The appellant, veteran Samuel R. Evans, appeals an August 27, 1993, Board of Veterans’ Appeals (BVA or Board) decision denying reopening of claims for service connection of low back and neuropsychiatric disorders, and denying an increased (compensable) rating for scars, left hand. Record (R.) at 8-16. The appellant urges the Court to reverse the Board’s decision and to find that he is entitled to service connection for the neuropsy-chiatric and back conditions and an increased rating for left-hand scars.
