OPINION

HATHAWAY, Judge.

This is an appeal from the judgment in a special action to the Superior Court of Mar-icopa County reversing a decision of the Board of Adjustment (board) which upheld a decision of the City of Phoenix Zoning Administrator (administrator). The administrator and board denied appellees Blake, the present landowners, a use permit to alter or expand a nonconforming use for a plant nursery in a residential neighborhood.
