This case concerns the justiciability of a suit by homeless families and advocacy organizations to require the Department of Health and Human Services (HHS or the Department) to monitor and enforce state compliance with state Emergency Assistance plans. The district court granted HHS’ motion to dismiss for lack of standing, and plaintiffs have appealed.
