We revisit in this opinion a case involving discrimination in federally-funded educational enterprises. The case originated in the district court twenty years ago and has grown ever larger in the two decades since its initiation. Eventually, the action cast the district court as nationwide overseer or pacer of procedures government agencies use to enforce civil rights prescriptions controlling educational institutions that receive federal funds.
