I. RELEVANT FACTUAL BACKGROUND.1
In January of 1984, L J Farms, a Colorado partnership formed by Patrick and Dennis Esch, borrowed approximately $835,000 from *584the Farmers Home Administration (“FmHA”) of the United States Department of Agriculture (“USDA”). See Esch I, 49 Fed.Cl. at 632. As security for the loan, L J Farms executed a Deed of Trust on July 10, 1984, conveying a security interest in the real property in Baca County, Colorado to the United States through the FmHA.
