FACTS
TEITELBAUM, District Judge.
In October of 1975, the plaintiffs commenced a civil rights action against the then County Commissioners and the Airport Director, to obtain recognition of their right to distribute literature and solicit funds at the Greater Pittsburgh International Airport on behalf of their religion.
