We are called upon to review the refusal by an official of the Federal Aviation Administration (FAA) to approve an advertisement as suitable for public display in the various advertising areas at Washington National Airport (National) and Dulles International Airport (Dulles), the two major airports serving the Washington, D.C. metropolitan area.
