This is an action by a landowner against Columbia County and two of its officers for damage caused by water and other substances which ran from a county road onto plaintiffs property. The defendants raised affirmative defenses that plaintiff did not commence the action within the two-year statute of limitations under ORS 30.275(3) and did not present a timely notice of claim to the defendants as required by ORS 30.275(1).
