This was an action by an Urban Renewal Agency for rent on a building previously condemned by the Agency. Defendants counterclaimed for damages, alleging: (1) that under the terms of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (42 USC § 4625 (1970)) the Agency had a duty to assist them in obtaining and becoming established in a replacement location with a minimum of delay and loss of earnings; (2) that the Agency had failed to provide the required assistance and had, in fact, "delayed and hindered” their relocation efforts; and (3) that as a result of…
