MEMORANDUM OPINION

PAUL L. FRIEDMAN, District Judge.

This matter is before the Court on the motion of defendants, the District of Columbia, Brenda Donald Walker, and Mindy Good, to dismiss or, in the alternative, for summary judgment (“Mot.”). Defendants have failed to comply with Local Civil Rules 7(h) and 56.1 by not submitting along with their motion a statement of material facts as to which the moving party contends that there are no genuine issue.
