OPINION

PAUL L. FRIEDMAN, District Judge.

This matter is before the Court on a motion for summary judgment filed by defendants Anthony Clay, James Haskel, and the District of Columbia. 1 The plaintiff in this case has brought constitutional and common law claims for an incident in which defendant Haskel, an off-duty Metropolitan Police Department officer, accompanied by defendant Clay, another off-duty police officer, shot and killed the plaintiffs fourteen-year old son.
