This litigation involves the validity of the assessment of benefits in two street improvement districts ir£ the city of Blytheville, and it also involves, to some extent, the validity of the organization of one of the districts. Both of the districts were organized under general statutes by ordinances of the city council in the year 1923. There was an assessment of benefits in each district, money was borrowed, bonds issued, and the several improvements were completed, with the exception, of a portion of one of the streets, which will be referred to later in this opinion.
