BERNSTEIN, Justice.

Dr. Clarence L. Clark, the appellee, filed an application for a license to practice medicine and surgery in .the State of Arizona with the State Board of Medical Examiners on December 3, 1958. On June 22, 1959, the Board cited Dr. Clark pursuant to A.R.S. § 32-1452A 1 to show cause why his application should not be denied. Dr. Clark filed a sworn answer and thereafter a hearing was held at which Dr. Clark was the only witness.
