OPINION

POGUE, Judge.

At issue in this proceeding is the proper classification, under 19 U.S.C. § 1202 (1994), of Plaintiffs importation of certain nonwoven fabric sheets described as AWA No. 10. Plaintiff FilmTec Corporation (“FilmTec” or “Plaintiff’) challenges a decision of the United States Bureau of Customs and Border Protection (“Customs” or “Defendant”), denying FilmTec’s protest filed in accordance with section 514 of the Tariff Act of 1930, as amended, 19 U.S.C. § 1514 (1994).
