MEMORANDUM OPINION AND ORDER
VANARTSDALEN, Senior District Judge.
This action arises out of the protracted attempts of the administrators of the estate of decedents killed in motor vehicle accidents to obtain post-mortem work loss benefits under the Pennsylvania No-Fault Motor Vehicle Insurance Act, 40 P.S. §§ 1009.101-1009.701 (repealed 1984) (Pennsylvania No-Fault Act), from State Farm Insurance Company (State Farm).
