The principal dispute in this appeal hinges on the question of whether the attorneys in these workmen’s compensation cases are entitled to a minimum attorney’s fee based on 25 percent of the first $1,000 of compensation awarded and 10 percent of all sums in excess thereof or, in the alternative, whether the Board was authorized to award a reasonable attorney’s fee without regard to such minimum provisions.
