Walter J. Blair appeals from an order of the district court1 denying habeas corpus relief under 28 U.S.C. § 2254 (1988), and his motion for relief from judgment under Fed.R.Civ.P. 60(b)(6). Blair urges five grounds on appeal, but we will devote extended discussion to only one issue: Blair’s claim that striking African Americans from his jury panel violated his right to equal protection of the law guaranteed by the Fourteenth Amendment under Swain v.
