RATLIFF, Judge.
STATEMENT OF THE CASE
The defendants appeal from a judgment of the Hancock Circuit Court granting in-junctive and declaratory relief to the plaintiffs.
We reverse.

The named plaintiffs, William Bair, Brice Hawkins, and Everett Palmer, initiated their class action lawsuit 1 on November 80, 1976, on behalf of themselves and the class of all pharmacists certified to participate in the Indiana Medical Assistance program.
