O’HARA, Judge.
Plaintiff Krahmer seeks a writ of mandamus from this Court directing the Wilmington City Council to amend certain appropriations ordinances adopted by it, contending that the adoption of certain ordinances contravened the Charter of the City of Wilmington. Attached to the plaintiff’s complaint is a letter opinion from the City Solicitor to the Mayor of the City dated June 4, 1971, wherein the City Solicitor supports the Mayor’s publicly stated position that such ordinances were contradictory to the City Charter.
