A thickly populated portion of the town of Enfield is embraced within the limits of school district No. 2. In view of this, the General Assembly, in 1889 (10 Special Laws, 1109), gave the district power to construct, maintain, and repair sewers in those limits, and to assess the cost of construction upon the persons or land that might be benefited.
