Acting on behalf of the Republic of Mexico, the United States of America (the “United States” or the “government”) filed a complaint on May 12, 2006 seeking a provisional arrest warrant and the extradi tion of Jose Luis Munoz Santos (“Santos”). Magistrate Judge Carla Woehrle issued a provisional arrest warrant on that date, and Santos was arrested shortly thereafter.
