Goshen Run Homeowners Association, Inc. v. Cumanda Cisneros, No. 3, September Term, 2019, Opinion by Booth, J. HOMEOWNERS ASSESSMENTS – CONSUMER PROTECTION ACT. Homeowners association assessments fall within the broad definition of “consumer debt” under the Consumer Protection Act, Maryland Code, Commercial Law Article (“CL”), § 13- 301, et seq. Moreover, a promissory note containing a confessed judgment clause executed for the purpose of memorializing payment of delinquent homeowners assessments falls squarely within the definition of “consumer credit” under the Consumer Protection Act.…
