OPINION AND ORDER REGARDING DEFENDANTS’ MOTION TO DISMISS
ROSEN, District Judge.
I. INTRODUCTION
On March 10, 2004, Plaintiff Lawrence J. Kawecki commenced this suit in this Court through his duly appointed conservator and guardian, Joanne Marlowe, asserting federal constitutional and state-law claims against Defendants Macomb County, Macomb County Department of Senior Citizen Services, Naomi Mial, and Mary Nelson-Pulice. 1 In support of these claims, Plaintiff alleges that Defendants mismanaged a conservatorship established for him by the Macomb County Probate Court, and that, as a result,…
