I. INTRODUCTION

In the present suit, Plaintiff Sprint Spectrum, L.P. (“Sprint”) challenges the decision of the Defendant Charter Township of Brandon (the “Township”) to deny Sprint’s application for special land use and site plan approval for the placement of a wireless communication tower on a parcel of Township property leased from an adjacent property owner.
